The following is a list of eligibility requirements
for residents utilizing HUD services:
- Not a registered sex offender
- Not convicted of methamphetamine manufacture or production on public housing premises
- Have not been evicted from federally assisted housing for drug-related criminal activity in the past 3 years
- Have not been evicted from federally assisted housing within the past 5 years
- Does not owe monies to any subsidized housing programs
- Must pass a background check
Once determined eligible your application will be placed on the waiting list.

Housing Choice Voucher Program
The housing choice voucher program is a rental assistance program funded by the U.S. Department of Housing and Urban Development (HUD) to assist very low-income families, the elderly, and the disabled afford decent, safe, and sanitary housing in the private market. The participant is free to choose any housing that meets the requirements of the program. Housing choice vouchers are administered locally by public housing agencies (PHA).
A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family’s choice where the owner agrees to rent under the program. This unit may include the family’s present residence. Rental units must meet minimum standards of health and safety, as determined by the PHA.

We work with USDA-Rural Development and other organizations in South Dakota to support homeownership opportunities. We encourage families interested in pursuing homeownership to contact Javier Aguilera at (605) 245-2250.

There are no new home ownership houses being built at this time but you can fill out an application and put your name on the waiting list.

Tenant Base Assistance Program
The Tenant Base Assistance Program is to help enrolled members of the Crow Creek Sioux Tribe who reside within the boundaries of the Crow Creek Sioux Reservation or live in Service Area, Chamberlain SD, and 21 years of age to relocate within the state of South Dakota.
The Tenant Base Assistance is a one-time assistance. Please understand if you have received assistance in the past, owe the Crow Creek Housing Authority, or have been convicted of a felony and/or have any background cases open, your application will not be considered due to program regulations.
Applicants who have been previously terminated or evicted from any program administered by CCHA are not eligible to receive assistance.
Assistance will be provided through this program only in the State of South Dakota with the exception of college students. College students must be 18 or older and may receive out of state assistance.

Assistance Procedures
CCHA may provide short-term utility assistance to eligible low-rent tenants and elderly up to $250.00 per tenant. Utilities include water, electricity, propane, natural gas or fuel oil. Applicants must bring a Shut-off notice or other documentation from the utility company demonstrating a need for assistance. Assistance will only be provided to a tenant or elderly once every year. Payments will be made directly to the utility company.
CCHA may provide up to two months’ mortgage payments to a financial institution for an eligible family to prevent foreclosure. The maximum assistance allowed is $1500.00. Payments will be made directly to the mortgage lender or manager.

Resident Opportunities & Self-Sufficiency Service Program
CCHA receives HUD funding to operate the ROSS Service Coordinator grant program. The program is designed to assist CCHA residents to make progress towards economic self-sufficiency. Self-sufficiency is an individual’s ability to support their household by maintaining financial, housing, and personal and family stability.
To achieve self-sufficiency, an individual moves along a continuum towards economic independence and stability; such movement is facilitated by a state of well-being that enables and supports the achievement of personal goals.
Individuals register to work with the Program Coordinator who evaluates the needs of each family then creates an individualized plan to connect the family to necessary services.
Services to be coordinated include job search assistance, adult basic education, and literacy classes (GED programs, driver’s license assistance) financial coaching, and money management.

The Maintenance Department is responsible for inspecting all low-rent units and ensuring that
they are operating safely. The department carries out electrical, plumbing, heating and
pest control tasks and other special repair services.
